Evaluating the Sustainability of Public Debt in the Presence of Current and Fiscal Accounts Deficit in Developing Countries

We estimate the public debt sustainability for 53 developing countries divided into different regions using data from 1996 to 2017. Sustainability of public debt calculation is based on theoretically derived models with necessary and sufficient conditions. Current study empirically validates the importance of least evident saving-investment gap along with other variables in public debt sustainability issue. Findings show that current account, fiscal account and saving-investment gap imbalances cause unsustainable public debt for all different regions which is a matter of great concern for each region. Policy makers of the developing countries must bring policies to promote investment activities backed by saving not by debt.

Estimating Convergence (and Divergence) among Developing, Emerging and Developed Economies

Economic growth process is explained by many scientists in order to materialize a cherished objective of economic growth across the globe. In the current study, convergence among developed, developing and emerging countries has been estimated. Convergence process was estimated by employing sigma, beta and omega techniques. Analysis was done for three time periods i.e. from 1980 to 2018, from 1980 to 2000 and from 2001 to 2018. Sigma and beta analysis for the period from 1980 to 2000 showed divergence among countries however there are difference among developed, developing and economies Omega analysis showed divergence of developed countries and convergence among developing and emerging countries. Last analysis from 2001 to 2018 showed convergence among countries. The results are consistent with the adoption of information technology. Therefore, fast spillover effects of information technology help the countries in convergence process and make this world a global village.

Developing English Speaking Skills: Enforcing Testing Criteria

Language is product of four skills: reading, writing, listening and speaking. English language learning and examination has been reduced to reading and writing in Pakistan, at the University level. However, English Speaking Skills (ESS) are in high demand in professional life. ESS require testing and grading like English writing skills. This study is based on developing ESS through testing criteria. A survey of university freshmen was used to collect data. Using Kim's (2010) testing scales, the freshmen's ESS progress was gauged through their speaking performances. As a case study, this research used a longitudinal approach (two academic semesters) with a mixed methods approach. University English Language Teachers' (UELTs) and University Administrators /Management's (UANM) interviews were analyzed textually. A criterion as a yardstick helped the learners to fit in to the optimum.

Policy Considerations for Designing Effective Anti-Corruption Strategies in Pakistan

This article focuses on analyzing essential ingredients to initiate and sustain a successful anticorruption strategy. The basic objective of this policy paper is to recommend a set of policies based on the lessons drawn from the success of anti-corruption strategies in other countries. Taking Pakistan as the test-bed, it relates to the design, initiation, and pursuit of anti-corruption activities. The article elaborates a six-step anti-corruption strategy suggesting that to eradicate corruption effectively, the country must initiate these preconditions. It should: (1) restore the public confidence by showing political will to fight corruption; (2) restructure its main anti-corruption agency; (3) establish an anti-corruption inter-agency coordinating board; (4) reform the police, (5) initiate programs and curriculum for anti-corruption awareness; (6) establish a watchdog from the civil society with an advisory role. The strategies suggested in this article are based on the successes of anti-corruption agencies in Singapore, Hong Kong, Indonesia, and Georgia.

A Study of Developing a Prototype of Sindhi Primer of Early Childhood Education Level in Sindh

Sindhi is the most ancient language of the sub-continent and has been used as a medium of instruction in this region through centuries. The writing history of the Sindhi Language starts from Indus Civilization in the era of pictographic scripts being used for sister civilizations. Observing ground and historical realities, Sindhi is one of the most important languages of the world. For the study and development of language, it is necessary to develop primary textbooks. In our country, the teaching of language is a specialized skill. The primer (textbook) has a very milestone role in teaching and learning of respective language. The Sindhi Primers of public and private sectors were not as per the standard of other language primers. As per basic language skills textual and spelling forms' analysis, there were found only three primers of more than 50% success rate, while others were of very low standard with less than the success rate of 30%. Therefore it was a dire need to develop and design a Model Sindhi Primer based on the new revised National Curriculum with a 100% success rate of speaking, listening,
reading, writing and understanding skills of the Sindhi Language for effective learning in early childhood class in schools of Sindh. The primer under research is an effective learning model primer which fulfils sufficient needs of learners and teachers for teaching and learning of Sindhi Language. The primer under research is also a Model Primer for textbook writers and authors in developing and designing any textbook in accordance with learning outcomes and objectives described in the curriculum.
